Teresa Shea

Teresa Shea is a corporate board director and senior executive with extensive expertise in national security, emerging technologies, and enterprise risk management. As President of Oplnet, LLC, she advises global organizations on complex technology and cybersecurity strategies and operational resilience.

Her distinguished career includes 32 years at the National Security Agency (NSA), culminating as Director of Signals Intelligence, where she led the agency’s primary intelligence-gathering mission. In the private sector, she served as Executive Vice President of Technology at In-Q-Tel, driving strategic venture investments for the U.S. Intelligence Community, and subsequently led Raytheon Technologies’ Cyber Offense and Defense Experts (CODEX) business.

Teresa serves on the public and private corporate boards of Huntington National Bank, Serco North America, Altana, and Sandbox AQ. She also serves as the Co-Chair of the Cyber Guild Board of Directors. Dedicated to mission-driven leadership, she serves on the boards of the National Cryptologic Foundation and the Intelligence and National Security Foundation.
